China approves first list of pre-shipment inspection agencies for solid waste imported as raw materials
The General Administration of Customs of the People's Republic of China (GAC) with its Announcement No. 163 published its "First list of approved pre-shipment inspection agencies for solid waste imported as raw materials". These 21 approved agencies are located in Malaysia, the Philippines, Singapore, the Netherlands, Canada, Kazakhstan, Macau, Thailand, South Korea, Australia, Africa, the UK, the USA, Japan, New Zealand, the United Arab Emirates, France, Germany, Hong Kong and Vietnam.
Earlier this year, with GAC Notice 48, BIR explained that China was intent on approving third party PSIAs. Whilst this first list of 21 approved PSIAs is dominated by CCIC offices, with only 2 independent PSIAs, there are as yet no PSIAs approved for: Argentina; Brazil; Cambodia; Hungary; India; Mexico; Mongolia; Myanmar; Russia, Spain; Sri Lanka and Taiwan.
Whilst scrap exporters based in countries without a PSIA are advised to contact the closest PSIA, BIR members have reported that some PSIAs are providing services only for exporters from the country in which the PSIA is located.
BIR expects that in the future China will publish additional lists of approved pre-shipment inspection agencies.
