New rules apply for exports of metal scrap to India

BIR has been informed that new rules apply from 1 April 2015 for the Pre-Shipment Inspection (PSI) of exports of Metal Scrap to India.

Whilst these new rules affect those Agencies carrying out Pre-Shipment Inspection (PSI), the new requirements will have implications on scrap exporters and importers as they may prove both technically and economically difficult to comply with in practical terms.

In summary:  Agencies that carry out Pre-Shipment Inspection (PSI) are required to provide a video of certain activities and details of the shipment. [See Ref. A: Paragraph 2.56 (d); and Ref. C]

Furthermore Agencies that carry out Pre-Shipment Inspection (PSI) are required to contact the Indian Authorities before inspecting shipments in countries where the Agencies do not have a full-time office. [See Ref. A: Paragraph 2.55 (f)]

The Pre-Shipment Inspection (PSI) has also been amended. (See Ref. B).

Whilst these new rules apply from 1 April 2015 for the Pre-Shipment Inspection (PSI) of exports of Metal Scrap to India, unconfirmed advice is that containers loaded and sealed before 1st April 2015 are not affected by these new rules.

The Metal Recycling Association of India (MRAI) will speak on this matter at the BIR International Trade Council that will take place at the BIR Dubai Convention, Tuesday 19th May 2015.
