WTO Notifications by China and their respective Standards
Following-up on yesterday's BIR News item we herewith provide links to the WTO Notifications and their respective Standards, wherein the “other wastes” contaminant thresholds are set.

Environmental protection control standards for imported solid wastes as raw materials accompanying the notifications by China to the WTO:
GB 16487.2—201x entitled "Smelt slag"
for the contamination threshold q.v. paragraph 4.4 In addition to the wastes listed in the preceding articles, other inclusions (including wood waste, waste paper, waste plastics, waste Rubber, waste glass and other waste) mixed, the total weight should not exceed 0.5% by weight of imported smelting slag.

for the contamination threshold q.v. paragraph 4.4 In addition to the wastes listed in the preceding articles, other inclusions (including scrap metal, waste paper, plastic waste, waste glass, waste rubber, waste such as decayed wood) should be limited to a total weight of not more than Import 0.5% by weight of wood waste.

for the contamination threshold q.v. paragraph 4.4 In addition to the wastes listed in the preceding articles, other carried-wastes (including wood waste, scrap metal, waste glass, waste plastics, waste rubber, waste textiles, waste absorbents, aluminium-plastic composite packaging, thermosensitive paper, asphalt-coated moisture-proof paper, self-adhesive paper, wallpaper, waxed paper, oiled paper, impregnated paper, silicone oil paper, carbon paper and other wastes) should not exceed 0.5% of the total weight of the imported waste paper.

for the contamination threshold q.v. paragraph 4.4 In addition to the wastes listed in the above articles, other inclusions (including wood waste, waste paper, waste glass, waste plastics, waste rubber, waste textiles, powder materials with a particle size of not more than 2 mm, stripping rust etc.), the total weight shall not exceed 0.5% of the weight of the imported waste and scrap of iron and steel. The inclusions and contaminants (ash, dust, sludge, metal oxides, etc.) the total weight should not exceed 0.1% of the total weight of the imported waste and scrap of iron and steel (except those meeting the requirements of 4.3).

for the contamination threshold q.v. paragraph 4.4 In addition to the wastes listed in the preceding paragraphs, mixing of non-ferrous metals with other inclusions (including wood waste, waste paper, waste plastics, waste rubber, waste glass, and powder with a particle size of not more than 2 mm) should be restricted and should not exceed 1% of the total weight of the imported waste non-ferrous metals. Of which the total amount of powder (such as dust, sludge, salt crystals, metal oxide, and fibres) should not exceed 0.1% of the total weight of imported nonferrous metals (except those meeting the requirements of Article 4.3).

for the contamination threshold q.v. paragraph 4.4, 4.5 and 4.6 reads as "In addition to the carried wastes listed in the above articles, the mixture of other wastes should be limited in the imported vessels, the total weight should not exceed 0.05% of its light tonnage.

for the contamination threshold q.v. paragraph 4.4 In addition to the wastes listed in the preceding articles, other inclusions (including waste paper, waste wood, scrap metal, waste glass, waste rubber / scrap tires, thermosetting plastics, other metal-containing plastics, Uncompressed waste foam plastics and other waste) mixed, the total weight should not exceed 0.5% by weight of imported waste and scrap of plastics.
GB 16487.13—201x entitled "compressed piece of scrap automobile"
for the contamination threshold q.v. paragraph 4.4 the following parts should be dismantled before compressing scrap automobiles: tires, seats, cushions and other non-metallic materials, and the total weight of carried wastes should not exceed 0.3% of the compressed scrap automobile.
Warning:
1. Whilst the Chinese text may be taken as authoritative, it is awaiting finalisation, furthermore users should be aware that there are no official translations of these National Standards of the People's Republic of China by either the Ministry of Environmental Protection (MEP) or by the General Administration of Quality Supervision, Inspection and Quarantine (AQSIQ).
2. The quoted proposed contamination thresholds shown here are the significantly “big numbers” however the standard include additional quality requirements.
